Is Earth 2 Harrison Wells the New Reverse Flash?

Is earth 2 Harrison Wells the next Reverse flash? Is what has been on most peoples minds after episode 17 of the flash came out the other day. There is some evidence that this will happen and then it also just sounds very ridiculous. Some of the first evidence is that when he entered Eobard Thawne's old time vault the reverse flash music from season 1 started, he was also charging his thinking cap with the same stuff Eobard used to charge his suit. Another piece of evidence is Harry's behaviour he has been acting weird,  angry and stressed like the thinking cap is effecting him like it did to Devoe and turning him evil. He could just turn into a new sort of thinker but I think it would be quite cool if they some how turned him into the reverse flash because season 1 was my favorite season so far. So I think it would be great for the producers of flash to bring back the Reverse Flash even if it is just for like the start of the next season it would still be great.
