Is This Roy's New Suit

So since Roy returned for episode 15 and 16 of Arrow season 6 he has been on the run from more than one group of bad people. So is this Roy's new suit that we can see in the blurry background of this photo. It looks like he is using the same arrows that he used to use when he was Arsenal and just wearing a hat and some clothes. It doesn't look like anything too special like his old Arsenal suit that Thea now owns unless they made a brand new one to fit her. So it will be very interesting to see what Roy's new suit looks like when episode 16 comes out.
